Tuition payment plan administration for colleges and universities

Every August the same small office fields returned payments, refund requests and parents asking why the second installment changed. UAS runs your plan on your terms, and you keep the decisions.

As of November 2026, UAS, a TSI company, administers tuition payment plans for colleges and universities. It bills each installment on the schedule you set, takes autopay and one-time payments online, by phone and through a lockbox, reconciles every day, handles returned payments and refunds, and supports 1098-T reporting. You set the plan terms, fees and hold policy.

Results vary by loan program and portfolio.

What a payment plan costs your office

Almost every college offers one. The CFPB cites a 2019 NACUBO survey in which 98% of public and private nonprofit colleges offered tuition payment plans, and estimates that 2.9 to 3.9 million students use them each term (CFPB, September 2023).

The plan looks simple on the website. Behind it sit enrollment windows, a recalculated installment every time aid posts or a course drops, returned payments, refunds, late fees and the families who call about all of them. In a small bursar's office, that lands on the same people who close the books.

And the rules have caught up with the product. The CFPB says many tuition payment plans should be understood as a type of loan, with the school acting as lender. It found that 89% of the plans it reviewed disclosed an enrollment fee, with a median of $30, and that at least 1 in 3 colleges reserve the right to withhold transcripts as a collection practice (CFPB, September 2023).

What's included

  • A plan built on your terms

You set the number of installments, due dates, enrollment fee and late fee, if any, and the plan window for each term. UAS bills on that schedule.

  • Payments families can make their way

Autopay by bank account or card, set up at enrollment or any time after, plus one-time payments online, by phone, through the IVR or by check to the UAS lockbox.

  • Daily reconciliation

Payments post the day they arrive. Staff reconcile the lockbox file to posted payments each day, and the people who post payments aren't the people who reconcile the bank account. Funds go to the bank you choose.

  • Returned payments and refunds

UAS adjusts for bounced checks and rejected ACH debits, researches missing or misapplied payments, and issues refunds by check or ACH after supervisor approval.

  • Statements and tax forms

Clear statements for each installment, with special messages where you need them, and 1098-T service alongside the 1098-E forms UAS already produces for loans.

  • Past-due plans, your way

Reminders before and after each due date, then placement with the collection agency you choose when a plan goes unpaid. Holds stay your decision.

How it runs

  1. Set the plan rules

Your bursar and UAS agree the plan terms for each term, the fee policy and what happens after a missed payment. Your counsel signs off on the disclosures.

  2. Send the enrollments

Your student system sends a file of enrolled students and term balances. UAS checks it for completeness and clears exceptions before any bill goes out.

  3. Bill, collect and recalculate

Installments go out on schedule. When aid posts or charges change, you send the update and the remaining installments are recalculated under your rule.

  4. Reconcile and report

Your staff see every account in real time online, with daily, weekly and monthly reports and downloads for your auditors.

  5. Hand off what's left

Plans past your cutoff go to the agency you name. TSI's third-party collections team is one option.

Where it fits with your loan programs

If the same office runs your plans and your campus loans, UAS can take both. It also services Perkins, health professions and institutional loans; see institutional and Perkins loan servicing. Putting both with one servicer means one set of reports and one place students pay.

Tuition recovery and student loan servicing for colleges covers what happens when balances go unpaid, and Loan Servicing (via UAS) covers the full service.

The rules that shape a plan

Plan design decides which rules apply. Regulation Z keeps credit a school extends itself out of its education loan definition if the term is 90 days or less, or if no interest applies and the term is a year or less, even with more than four installments (12 CFR 1026.46(b)(5)(iv)). That isn't the end of it. The CFPB notes that a plan outside that definition can still be closed-end credit under Regulation Z's general disclosure rules, for example if it has more than four installments or a finance charge, and that enrollment fees may be disclosed as finance charges (CFPB, September 2023). That's why your counsel signs off on terms before UAS bills them.

Transcripts are the other line. A school in the federal aid programs must provide an official transcript covering any period in which the student received federal aid and all institutional charges were paid or included in an agreement to pay (34 CFR 668.14(b)(34)). So a student who received federal aid and is current on a plan for that period gets the transcript on request.

Questions buyers ask

What is tuition payment plan administration?

Tuition payment plan administration is a servicer running a school's installment plan for tuition and fees, from enrollment and billing to payments, refunds and reporting.

Can a third-party company run our college's tuition payment plan?

Yes. The school sets the terms and keeps the decisions, and a servicer such as UAS does the billing, payment processing, reconciliation and family questions.

Is a tuition payment plan considered a loan under the Truth in Lending Act?

It depends on the plan. The CFPB says many plans should be understood as a type of loan. A school's own plan with no interest and a term of a year or less falls outside Regulation Z's education loan rules, but it can still be closed-end credit with disclosure duties if it has more than four installments or a finance charge, such as a fee. Have counsel review yours.

Can families pay by card and set up autopay?

Yes. Autopay works by bank account or card, and one-time payments can be made online, by phone, through the IVR or by mail to the lockbox.

What happens when a student misses payments?

Reminders go out on your schedule. After your cutoff, the plan can go to the collection agency you choose, and any hold follows your policy and the federal transcript rule.

Can UAS also service our institutional loans?

Yes. UAS services Perkins, health professions, nursing and institutional loans, so plans and loans can sit with one servicer.

Find out what moving your plan would take

Bring next term's plan calendar. In one 30 to 45 minute Servicing Continuity Review, UAS maps how your plan would board and bill, and the readout lists anything UAS can't take on.
