Federal debt and defaulted student loan collections

Defaulted federal debt comes with rules on every step: the order of repayment options, the notice before a wage garnishment, the hours a dispute can sit. TSI has worked those rules for Treasury since 2018 and for the Department of Education for nearly two decades before that.

As of November 2026, TSI is one of five private collection agencies working debt for the U.S. Treasury's Bureau of the Fiscal Service, a seat it has held continuously since 2018. It also manages more than $8.4 billion in defaulted federal student loans for guaranty agencies, and held Department of Education prime contracts from 1998 to 2017.

What federal programs expect from a collection partner

A federal placement isn't a commercial one with a different logo. The program sets the order in which repayment options are offered, the notice a borrower gets before wages are garnished, how fast a dispute reaches the agency and how long a call recording is kept. A partner that treats those as guidelines creates findings for you.

The other half is scale. Federal portfolios arrive in large files on fixed schedules, and the work has to start the day they land.

How TSI works a federal account

  1. Scrub before anyone calls

Every new placement runs through an automated skip scrub. Accounts with no valid address, a bankruptcy alert or a foreign address go to special handling. Everyone else gets an initial demand letter by email or mail within the required window, in Spanish where needed.

  2. Contact inside the rules

TSI's Compliance Engine sets each borrower's call window by zip code and time zone, daily attempt limits and whether email or text is allowed. The Genesys dialing platform enforces those limits and records 100% of calls.

  3. Options in the order the program requires

Agents offer payment in full, then rehabilitation, then consolidation, then other repayment options, and note why a borrower declined each one. Borrowers can eSign a rehabilitation agreement while still on the call.

  4. Keep agreements from failing

A dedicated retention team follows up when a payment misses its date by one business day or comes back reversed. An overdue payment letter goes out by the fifth business day.

  5. Garnish only after the notice

After 30 days without contact or payment, accounts with an identified employer move to AWG specialists, who verify eligibility and send the notice. A hearing request pauses collection and reaches the agency within one business day.

Disputes, hardship and the accounts that need a decision

Collection stops the moment a borrower disputes, by phone or in writing, and the dispute reaches the agency within two business days. Borrowers with a borrower defense claim are sent to Federal Student Aid and the account is noted.

A dedicated team assembles the evidence for administrative resolutions, including death, bankruptcy, inability to pay and incarceration, and submits it for the agency's decision. Death is confirmed on two identifiers before anything else happens. Bankruptcy is checked in PACER.

Proof you can check

  • Treasury, since 2018

TSI has worked Cross-Servicing debt for the Bureau of the Fiscal Service across four contracts since 2018: repayment, compromise, wage garnishment, administrative resolutions and Department of Justice referrals. Treasury's performance evaluations recommend TSI for similar work in the future.

  • Department of Education, 1998 to 2017

TSI held consecutive prime contracts for nearly two decades, integrated with the Department's collection system, and previously received a federal Authorization to Operate for that work.

  • Guaranty agencies, today

TSI manages more than $8.4 billion in defaulted FFELP loans for multiple guaranty agencies, including rehabilitation, consolidation and repayment programs.

  • Scale on short notice

TSI takes in about 3.5 million new accounts a month, and added more than 400 trained agents in 90 days for a federal student loan engagement while meeting its training and security requirements.

Controls built for federal data

Each federal program gets its own system directory, document repository and dialing setup, open only to staff assigned to it. Files move over secure SFTP with automated validation. Call recordings and scanned mail are kept at least six years after an account resolves. TSI holds SOC 1 Type II and SOC 2 Type II attestation reports for its Accounts Receivable Management Services System.
