Toll and violation recovery for transportation agencies

Every unpaid toll belongs to a driver who'll be back on your road tomorrow. TSI collects the balance on notices you approve, in a tone that won't end up in a council meeting.

As of October 2026, TSI’s Accounts Receivable Management (ARM) service collects unpaid tolls, toll-by-plate invoices, transponder account balances, toll violations and parking citations for toll authorities and transportation agencies. Your agency approves every notice and settlement rule, and TSI reports new payments daily so you can clear holds and close accounts.

What unpaid tolls cost an agency

Cashless tolling moved the hard part from the booth to the mailbox. Every plate read that doesn’t match a paid account becomes an invoice, and a share of those become violations.

Agency revenue directors tend to describe the same three headaches, plus a fourth that’s newer.

"The address on the registration is two moves old"

Plate data leads to a registered owner, and registered owners move. Notices that bounce turn into aged balances.

"Drivers think our real notice is a scam"

The FTC warned in January 2025 that “scammers are pretending to be tolling agencies from coast to coast.” Genuine notices now have to prove they’re genuine.

"Every complaint becomes a public record"

A rude call about a $12 toll can reach a board meeting or a reporter. Tone is part of the contract.

"We can't tell which vendor is working"

Agencies with more than one vendor need results by placement and month to move accounts toward the vendor that’s collecting.

How TSI works your accounts

  1. Approve the words first
Your agency approves every letter, script and settlement rule before use. Changes go to you at least 30 days before they’re mailed, and every notice carries your web address and payment instructions.
  2. Send the first notice fast
The initial notice goes out within 48 hours of placement, unless an account is on hold or has no valid address. Accounts without a good address move to deeper skip tracing, and addresses are checked against the National Change of Address file each week.
  3. Give drivers easy ways to pay
Drivers pay online, by phone, by mail or with digital wallets, around the clock. Payments can go straight to your agency when your contract requires it.
  4. Answer calls the way your agency would
Collectors and CXBPO agents work from your approved scripts, in English and Spanish, with an interpreter service and TTY or relay access for callers who need them.
  5. Report daily, settle cleanly
New payments and settlements go back to you each day so you can release holds and close accounts. Disputes pause collection while your agency reviews the record.

Rules that shape toll collections

Plate-based tolling runs on motor vehicle records, and federal privacy law limits who can use them. The Driver’s Privacy Protection Act allows disclosure to a government agency or “any private person or entity acting on behalf of” one in carrying out its functions (18 U.S.C. 2721(b)(1)). TSI uses registered-owner data your agency sends only to work your accounts.

Whether a given toll, fee or civil penalty counts as a consumer debt under the FDCPA depends on how it arose, and courts don’t all agree. TSI works toll accounts to FDCPA and Regulation F standards either way.

Registration holds, license suspensions and fine schedules stay with your agency under your state’s toll statute. TSI is licensed or registered in every state that requires it and authorized to collect in all 50 states, DC and Puerto Rico (NMLS ID 950422).

TSI doesn’t run your back office, read plates or set fines and fees. Account-management call centers for transponder customers are a separate CXBPO scope, priced on their own.
