As of November 2026, UAS, a TSI company, services Perkins, institutional, health professions and nursing loans and tuition payment plans for colleges and universities. UAS bills borrowers online and by mail, runs the federal due diligence schedule, delivers exit counseling online, produces 1098-E forms and supports NSLDS reporting. The school keeps its program decisions and reporting duties.

A shrinking portfolio with the same duties
Federal Student Aid says the Perkins Loan Program Extension Act of 2015 "marked the end of schools' authority to issue new Perkins Loans beyond 2017." Schools may keep servicing the Perkins loans they already hold.
So the bursar's office still owes every grace-period letter, every past-due notice and every deferment form on a book that gets smaller and older each year. Meanwhile the school may be adding institutional loans for students who need more than federal loans cover.
Outsourcing doesn't move the accountability. The same 2024 announcement says "it is the school's responsibility to ensure that the required reporting to NSLDS" is timely and accurate, and that schools "are responsible for any non-compliance by the servicer" (Federal Student Aid, May 2024).
What's included
UAS has serviced campus-based loans since 1969, and TSI is a founding member of COHEAO, the Coalition of Higher Education Assistance Organizations.
Federal Perkins loans
Billing, due diligence, deferment and cancellation forms, rehabilitation and re-amortization, through write-off, placement or assignment to the Department of Education.
Health professions and nursing loans
HPSL, PCL, LDS, NSL and NFLP loans get the same servicing, on the HHS due diligence schedule.
Institutional loans
Servicing on the rules you set, including interest, capitalization, billing cycles and delinquency letters, so an institutional loan doesn't have to look like a Perkins loan.
Tuition installment plans have their own page: tuition payment plans.
How the servicing works
- 01
Due diligence on the federal schedule
Perkins loans get grace-period contacts, past-due notices at about 15, 45 and 60 days, a follow-up call and acceleration notices, and HHS loans follow their own schedule with an extra notice. Institutional loans can use the same schedule or yours. Every letter is linked to the borrower's account.
- 02
Exit counseling online
Borrowers complete exit counseling and sign the repayment disclosure on the UAS borrower site. A completion file can feed your registration system, so you can place holds for anyone who skipped it. Signing starts online too: students can e-sign the promissory note and complete entrance counseling through UAS (electronic promissory notes).
- 03
Account changes on your rules
UAS reviews deferment, cancellation and forbearance forms for eligibility, asks the borrower for anything missing, updates the account and sends the next form before the current period ends. In-school status updates arrive electronically from the National Student Clearinghouse.
- 04
Payments and reconciliation
Borrowers get an email when a new statement is ready in the UAS borrower portal, and they pay online, by ACH, by phone or by check to the UAS lockbox. Payments post the day they're received, and UAS reconciles the lockbox against the system each day and transfers funds to the bank you choose. What borrowers see covers the portal and phone line.
- 05
Reporting
UAS Connect is integrated with NSLDS for government reporting. You also get 1098-E forms for borrowers (online or mailed, with the file to Treasury), monthly credit bureau reporting and on-demand reports for your auditors.
Starting with UAS
UAS writes the conversion programming. Your team provides the loan data from the current system, a data dictionary and the field names, and a UAS conversion specialist works with your staff through the move.
Training covers financial aid, business office, accounting and cashier staff, before and after conversion, on campus or by webinar. Training isn't capped by headcount or hours.
Defaulted Perkins loans have a clock. A school that keeps servicing must assign to the Department of Education any Perkins loan in default for more than two years with no payments, by the end of the next FISAP reporting period (Federal Student Aid, May 2024). Before that, or for institutional loans, UAS can place a defaulted loan with the agencies you choose. TSI's third-party collections team is one option. Collections and loan servicing for colleges covers both sides for schools.

The company behind the work
Questions buyers ask
What is institutional loan servicing?
Institutional loan servicing is the billing, payment processing, borrower service, due diligence and reporting on loans a school made from its own or campus-based funds.
Who can service our Perkins loans now that the program has ended?
The school can keep servicing its own portfolio or hire a third-party servicer such as UAS. Federal Student Aid lets schools keep servicing existing Perkins loans, and the 34 CFR part 674 rules and monthly NSLDS reporting still apply either way.
Can a third-party servicer handle Perkins due diligence and NSLDS reporting?
It can do the work: UAS runs the due diligence schedule and UAS Connect is integrated with NSLDS. Federal Student Aid still holds the school responsible for timely, accurate reporting and for any servicer non-compliance, so you keep oversight and see the records.
What happens to Perkins loans in default for more than two years?
A school that keeps servicing its Perkins portfolio must assign them to the Department of Education, unless the borrower has started paying again before the deadline (Federal Student Aid, CB-24-10). Your servicer's records should show which loans are on that clock.
Can UAS take a Perkins portfolio that's winding down?
Yes. UAS services Perkins loans through their whole life, including rehabilitation, and keeps billing until the loan is paid, placed for collection, written off or assigned to the Department of Education.
Do you handle health professions and nursing loans?
Yes. HPSL, PCL, LDS, NSL and NFLP loans are serviced on the HHS due diligence schedule, which differs from Perkins.
