Premium collections and back-office support for insurers and health plans

When an employer group terminates owing two months of premium, the balance lands with a billing team that was never built to collect it. TSI collects past-due premiums from groups and members, and its CXBPO service runs verification and customer care work for insurers.

As of October 2026, TSI collects past-due premiums for insurers and health plans through its Accounts Receivable Management (ARM) service, from terminated employer groups and individual members. Through CXBPO, it also runs first-party collections, verification and other back-office work for insurers, in your name and on your scripts.

Results vary by portfolio, including account age, balance and type, and by client program.

Where unpaid premium goes

Premium billing teams invoice, reconcile and terminate. Tracking down the benefits administrator at a company that closed, or a member who lost coverage 3 months ago, is a different job.

So terminated-group balances sit, and the older they get, the less they’re worth. Insurers that do push them out often hand them to a consumer agency with no practice negotiating with an employer.

A premium account's first 90 days

  1. Days 1 to 5: find and confirm
Skip tracing confirms the address, phone and email for each group or member. The first demand letter goes out under your branding rules, and accounts are sorted by balance, age and responsiveness.
  2. Days 6 to 30: reach the right person
Live calls, email reminders and follow-up letters, plus texts where consent allows. A 24/7 portal lets groups and members pay or set up a plan without waiting for a call back.
  3. Days 31 to 90: negotiate
Senior specialists trained in employer billing handle larger groups, reaching executives or benefits administrators and proposing payment plans or settlements inside your limits.
  4. After 90 days: your call
Legal referral, more skip tracing or a billing audit, only as you direct.

Most voluntary resolutions land in 30 to 60 days. Negotiated, disputed or escalated accounts take 60 to 90 days or more.

Groups and members need different handling

An employer group is a business debt. The person on the phone is a controller or an owner, the conversation is about invoices and termination dates, and a settlement can need sign-off from someone senior.

A member balance is a consumer debt, often owed by someone who recently lost a job or changed plans. Collectors confirm the right party before they say anything about the account, explain where the balance came from, and offer a plan before they push for a lump sum.

TSI keeps both on separate contact plans and separate reports, so you can see what each segment returns.

Your rules, your scripts

You approve every script, letter, cadence and channel before it’s used. Group accounts are commercial collections; member accounts are consumer collections, and TSI keeps the two on separate contact plans.

Protected health information stays inside TSI’s HIPAA program. TSI is licensed or registered in every state that requires it and authorized to collect in all 50 states, DC and Puerto Rico (NMLS ID 950422), has worked since 1970 and has more than 10,000 employees, so a back-office program can scale without a second vendor.

Where TSI isn’t the fit: TSI doesn’t guarantee a minimum recovery rate on premium debt, because age, balance mix and group size move results too much. It can set a baseline from your history and tie incentives to beating it.
