As of October 2026, TSI’s Accounts Receivable Management (ARM) service recovers past-due tuition, fees and student account balances for colleges and universities. TSI’s Loan Servicing (via UAS) team services Perkins, health professions and institutional loans for schools, handling billing, payments, deferments and credit reporting under your program rules.

What past-due student accounts cost a campus
The bursar’s office is a creditor and part of a school at the same time. Every collection call lands on someone the admissions office spent money to recruit.
Meanwhile the old loan programs still need care. Perkins portfolios need monthly reconciliation, and the school stays responsible for its servicer’s work.
"We're two people and a spreadsheet"
Small student accounts offices can’t call every former student and also reconcile loan portfolios. Aged balances wait.
"We don't want to lose them for good"
A heavy-handed agency can turn a student who’d come back for a degree into one who never will. Recovery has to protect re-enrollment.
"Our Perkins book still has to be right"
No new Perkins loans could be made after September 30, 2017, and the portfolio still needs due diligence, reporting and accurate billing (Federal Student Aid, 2026-27 Handbook).
"Privacy rules come with every file"
Student records carry FERPA duties, and the vendor has to work inside them.
How TSI works your accounts
- Start with a pre-collection phase
Accounts can begin in a pre-collect period with no collection fees, with notices on your letterhead. Students who pay or set up a plan never reach formal collection. - Load and contact fast
Accounts move from your student system or campus billing servicer into TSI’s collection platform within 3 business days, after bankruptcy and deceased scrubs. The first notice goes out within 48 hours. - Talk like the school would
Collectors trained on student accounts explain the balance, the options and the student’s rights, and offer plans inside the limits you set. Disputes pause collection until you’ve reviewed the record. - Prioritize Perkins cohort accounts
Accounts in this year’s or next year’s Perkins cohort can go to a separate team that works toward cure through payment, rehabilitation, consolidation or a deferment, with a monthly cohort report. - Service the loans you keep
UAS boards your Perkins, health professions and institutional loans, bills them on each program’s cycle, posts and reconciles payments daily, and applies deferments and forbearances by your rules. Borrowers see and pay their loans in the UAS Connect portal.
You can recall an account from collection at any time without a fee.

Rules that shape campus collections and servicing
FERPA lets a school share education records with a contractor as a “school official” only if the contractor performs a function the school would otherwise staff, stays “under the direct control” of the school for the records, and follows the reuse limits in 34 CFR 99.33(a) (34 CFR 99.31(a)(1)(i)(B)).
For Perkins loans, the school “remains responsible for compliance” when a contractor bills or collects (34 CFR 674.48(b)). It still decides on cancellations, deferments and repayment extensions.
Since July 1, 2024, Title IV schools agree not to withhold official transcripts over balances that came from the school’s own error in administering federal aid, or from its fraud or misconduct (34 CFR 668.14(b)(33)). Many states go further.
Third-party collection on student accounts follows the FDCPA and Regulation F.
UAS services loans your school owns. It doesn’t make loans, and this page doesn’t cover federal Direct Loan servicing. Transcript and registration hold decisions stay with your school.
Frequently asked questions

Yes. TSI recovers past-due tuition, fees, housing and other student account balances for colleges and universities, with a fee-free pre-collection phase available.
Who services Perkins and institutional loans now?
Many schools that kept their Perkins portfolios use a third-party servicer. UAS, a TSI subsidiary servicing campus loans since 1969, is one.
How does TSI handle FERPA?
TSI works student records only for the functions your contract sets, under your direction, and doesn’t reuse them for anything else.
When should we send a student account to collection?
Can we pull an account back?
Yes. You can recall an account at any time without a fee.
